Why Council of Ministers Approval is Required

Purchasing real estate in Northern Cyprus is a multi-step process. After signing the sale agreement, registering it with the Land Registry and the Tax Office, you legally own the building (apartment or villa). However, transferring the land title to the name of a foreign citizen requires mandatory approval from the authorities.

Submitting an application to the Council of Ministers is necessary to legitimize the transaction and finalize property ownership. This is a key step for anyone who wants to become the full owner not only of the walls but also of the land beneath them.

Security Checks and Reasons for Refusal

The main purpose of the procedure is to ensure national security. The state conducts a thorough verification of the buyer's identity and the location of the property. A key requirement is the absence of a criminal record; the certificate must be issued no earlier than 6 months before submission. If a person has lived in Northern Cyprus for more than 5 years, a local criminal record certificate may be provided.

Note: The government strictly controls strategic zones. If the selected property is within 300–500 meters of military facilities or bases, the application will be rejected.

Required Documents and State Fee

To successfully complete the procedure at the Council of Ministers, it is necessary to prepare a correct set of documents and pay the fees. Currently, the following are required:

  • Completed standard application form.
  • Copy of a valid international passport.
  • Certified copy of the sale agreement (with Tax Office stamps and Land Committee mark).
  • Original criminal record certificate (with translation and apostille, if applicable).
  • Receipt for payment of the state fee of 25,600 TL.
